The topic of "delayed braking" has appeared on this board in the past and has been the subject of controversy. It is not solely related to snow. Specifically, several of us have posted that it can happen on wet roads. The prevailing theory is that an "open" wheel design can allow sufficient wetting of the rotor as to make it tough for the pads to grab initially. Once the film is removed, the brakes work normally. Reports of problems of this kind are sporatic and inconsistent with regard to wheel design and ambient condition. There are two solutions if you are concerned. First, you can occasionally check the brakes to remove any buildup as others have suggested. Second, you can purchase a shield installed between the wheel and rotor that protects the rotor from the road (actually it's designed to keep brake dust off the wheel, but it would work for both applications). I cannot confirm the effectiveness of these solutions, but they sound logical to me.
As for the brake noise. Your brakes shouldn't make noise of any kind (unless you've worn the pads down to the wear indicators in which case the brakes will squeal). Press the issue with the dealer and let them know that it makes you uncomfortable and that you are concerned for your safety.
<reminds me of the other exception to brake noise . . . the "clunk" I used to get when applying brakes in reverse in my 87' 900T. Absolutely normal but unnerving to say the least.>
