I disagree with the dealers assessment that the delayed braking is the result of corrosion build up. Saab rotors will oxidize by just staring at them, but any rust buildup will be removed within nano-seconds of applying the brakes and certainly wouldn't cause a delay in grip (the rust creates a coarse surface). While i don't have an explanation for the noise you're hearing, I wouldn't automatically consider it related to the delayed braking issue (given the observations concerning wet and snowy condition mediated delay) and I would press the dealer. The brakes on my 9-3 are dead silent and yours should be too.
