This only started happening to me over the last year in my 99 9-3. I recently had the brake fluid flushed at the dealer and the problem has gone away. You need good fluid to produce enough pressure to overcome the wetness and the gasses that escape between the rotor and the pads when braking in the wet.
They charged me $80. Ouch... but it was worth it.
