Highly unlikely that at highway speeds a disk brake would hold water on its surface, regardless of temperature.
If you've ever rebuilt the calipers on an older car, you'll know that the brakes can exhibit a similar feel until the seals set. A second pump on the brakes makes them "catch" which is what everyone seems to be describing. I suppose the same problem could be brought on by cold/wet, but I've never had the problem myself, so I don't know exactly how it feels.
