Every indie I ever dealt with over the years that allowed me to talk to the mechanics resulted in the mechanics offering to do the work on the side during their off hours. The owners then have the exposure of defending themselves from an angry customer that tries to resolve problems with such work through the shop or insurance issues if something really goes wrong (like on a test drive). Plus, since they work on billable hours, any discussion is a distraction and inefficient.
Not a big fan of dealer service departments, but their defensive posture is understandable.
