I use 17" winter tires myself. I was in the market for a set of winter wheels and tires, and ended up at the dealer (pre-Saabnet days...I apologize). They had 3 different sets on display...a 15, 16 and 17. The 15 wouldn't clear my brake rotors, so that was out. the 17 was only $100 more than the 16, and since I have OE 17" wheels, having a spare set of the same size was appealing.
Anyhow, I haven't had any problems with 17" snow tires (Toyo Garit HT) aside from the sinkhole that I ran into last winter (bent wheel...but don't go blaming it on the 17" wheel size, because this hole was huge, and would have bent a 13" steelie I'm sure).
So, that's my advice...stick with the same size that your factory wheels are, provided that the cost increase of doing so isn't large.
