Don't you think you have to reset the circuit breaker yourself. I don't know what kind he installed but if you compare it to a regular household circuit breaker in the fuse panel, you need to flip it back yourself.
Some higher tech circuit breaker reset themself when cooled down but if the short is present all them time (which it will eventually be), that automatic circuit breaker will pop and reset, pop and reset all the time.
So I guess you need to find out what typ he installed.
Look behind the fuse box cover to see if you see something else than the regular blade fuses.
Below text is a joke and should not be tried by anyone.
You can exchange the fuse with a sturdy nail and where you see the smoke and fire come out, that's where the short is.
