Have you ever tried shooting just a little bit of starting fluid before the cold start (below 25)? If the car fires right away with the small burst of starting fluid, it may be some kind of defect in the cold start circuit (BAD temp sensor, ecu, etc).
Another thing to think about. As the temps get lower, circuit resistance increases. The fuel pump may be marginal where it can't pump enough pressure when it's cold, or their may be a problem in the wiring where the pump isn't getting enough voltage when that cold.
If your car fires up with the starting fluid test, the fuel pump may still be at fault - when very cold, it may not be able to handle the volume/pressure required during a cold start - the colder it is, the more fuel required to start.
You can try a volume check at the low temp to see if that's the problem.
