You can tell if the compressor is engaging by looking at it when the engine is running. For a base line, look at it with the engine off. When looking into the engine bay, the compressor is left side, down low by the radiator. The serpentine belt goes around it, and is most forward of the other pulleys (I think). So once you've spotted it, the very end of the compressor pulley, it has a triangle configuration of round "posts" or something. Anyway, this is what you look at when the car is running.
With the A/C off (ac clutch disengaged), this disc will not be spinning. When you turn on the a/c, the clutch should engage, and this disc will start spinning, starting the flow of freon through the system.
It sounds like you said it might be engaging...if it's not, it could be because the a/c system senses low pressure, and it won't kick the compressor on.
if the compressor is engaging, then you have another problem :)
