I also agree with it likely being the fuel pump. I have a 2000 9-3 and my fuel pump finally died around 180,000 miles. At first, it was intermittent start problems, then a couple of days later, engine just stopped while waiting in traffic at a stop light on the way home from work. Fortunately I was in the right lane so could push it over to the shoulder of the road.
Unfortunately, to get to the fuel pump on the 1999-2002 9-3 you have to drop the gas tank. The fuel pump module is a combination of the pump, a housing and other electronics. Saab only sells the whole unit as a part...about $700 on eEuroparts.com if I remember correctly. So it is pricey and if you get the dealer or an indy to do it, it is an expensive repair.
Usually if it is just the pump, though, the unit can be disassembled and the pump replaced as it is a standard Bosch part (if I remember correctly). So, if you are a handy DIY person, you can replace it for much less cost, but a fair amount of time. Dropping the tank with gas still in it can be tricky because of the shifting weight so I would get some help (i.e., not an easy one-person job).
