I am stationed at Ramstein AB, Germany. I bought my 99 9-3 here. Anyways, when you come here, your vehicle gets registered with USAEUR, (US ARMY, EUROPE). The car must pass a German type safety inspection, but there are no requirements to change anything on the car to German specs. Being plated by USAEUR waives any requirements to change car specs. As far as insurance goes, my 9-3 is only a hair more expensive to insure here than my old 95 Ford Escort GT was. Check with USAA about insurance rates for yourself. I found out that it is about the same price as insurance was in California. A little expensive, but not too bad. As for resale, I am not too sure, but selling cars here is usually not too difficult. There is a high turnover rate of people and therefore a large pool of both buyers and sellers. Also, you can buy new US spec cars, Saabs included, tax free! Also, since they are not imported, they are duty free also. This means that a 99 9-3 base like mine with my options should be around $29k stateside but was sold here, brand new for $25k.
Anyways, don't make a decision to quickly. Arrive informed, young grasshopper!
