Yes, it seems to be fairly common for these things to fail. A new one was about US$350 at the dealer.
On the bright side, with it that cold, as you suspect, the blade may have stuck to the lens. Easy enough to check. There is a nut under the cap at the end of the wiper arm that holds the arm onto the splined shaft, you might want to make sure it's tight.
I have an old wiper motor in my garage waiting for me to disect it. It may be possible to repair these things, but I just don't know. The whole motor and gearbox assy are about the size of your palm and fingers, and has a two-piece plastic case. I haven't been inside the case, yet.
