Upper 30's F is not that cold, not for winter time, not for a car that is allegedly from the frozen north. What sort of noise are you hearing? Is a funny sound something like giggling? Just kidding.
The idler pulleys for these cars are known to fail far more frequently then they should. You might hear a lot more bearing noise (squeeking, perhaps a rubbing sound) as the bearing starts to go, then lots of thumping and banging once the bearing gets hot enough for the pulley to disintigrate. Shortly after that the belt will break and or fly off.
You should pop the hood and take a look at the idler pulleys (pulleys that aren't attached to anything) before you start the car, then take another look (and listen) with the car idling. If you think one of the pulleys is going bad, replace it asap, they don't live long once they get 'sick'.
