Connecticut and snow (a rant)

Maybe someone can explain to me why Connecticut can't figure out how to plow their roads. On Friday, while driving from Fairfield, CT to NH the radio was warning people about how icy all the roads were getting. They were reasonable, but definitely slick in places. I counted 4 SUVs well off the road, other people crawling along, most traffic moving OK. Yet only two of the 10 plow trucks I saw were putting down sand and the left lane of I-84 was unplowed for 10 miles before hitting the MA line, even three hours after the heavier snow had stopped.
I seem to wind up coming through CT in a storm at least once a winter and it is always terrible. The worst was a couple years ago in heavy wet snow and the temp was just below freezing. The plow trucks were clearing the roads leaving bare, wet pavement which froze over instantly. They were all equipped with sanders and loaded with sand but none of them--from Greenwich to the MA line on I-84--were putting down sand. It was much safer driving ahead of the plows on 3-4" of snow than behind them. But on the Cross Parkway the plows would actually move over to block cars from passing them. Had a similar experience last year.
Why one of the most affluent states in the country can't figure out how to handle snow is a mystery to me.
