First, many parts of the state were getting snow at the rate of 2-3 inches an hour. Additionally, in the northern part of the state, the snow was very fine and light, and plowed snow would drift right back into the lane.
Within an hour of the snow stopping, the major highways were clear and the roads just wet.
I was in a meeting on Friday with folks that had flown in from many parts of the country. They were all amazed at how quickly the roads were cleared - where they come from (Texas and Ohio) where they do get snow, a storm that dumps a foot of snow in slightly over 6 hours would close them down for a couple of days. Yet by mid afternoon, it was a normal drive.
As to SUVs in the ditch, that's quite normal. SUVs are off-road vehicles, and they were just in their natural habitat. I've found that the majority of vehicles in ditches, guard rails and off ramps are SUVs - 4WD allows folks that would have been safely stuck in their driveway with 2WD to get their 2+ tons up to speed. It doesn't help any with braking.
Connecticut had a foot of snow that started during rush hour, and plows had to work through traffic and normal daytime traffic. I'm pretty amazed at how well the roads were kept clear during a very major snowstorm.
