Here in Wisconsin they just put down salt, planning to plow later. Of course, this converts the snow to slush. There seems to be a particular ratio of salt to snow that results in extremely slick goo. Last Thursday we had about 3 inches of snow, and it paralyzed the city. Part of this is people's fear of driving in the stuff (two lanes become one, everybody tries to stay at least ten feet from any curb), but the slick conditions meant that cars had trouble accelerating through intersections when the light turned green.

Hard packed snow offers much more traction than that thick slushy stuff.
