Very simple really. When the throttle closes, the TPS registers zero throttle. The ECM turns off the injectors. Spark still happens... The engine is still spinning from the force of the car moving. When you apply even a touch of throttle, injectors come back on-line.
CIS had a slightly different thing, it actually had a mechanical valve that shit the fuel supply when throttle was closed and engine speed was above 1575r/min.
