In some local towns 5mph might get you pulled over but they generally want 10mph because fines take a mega jump for more that 10mph over the limit. Up to 10mph is the cost of teh ticket ($50 -$100 plus it also costs you $200/year on auto insurance for 5 years). Added fine is $10 per mph after you pass 10mph.
Local towns get a serious percentage of every $ in ticket revenues so there is a financial incentive to write tickets. They "sell" new cops to the town at town/city meetings by showing the salary less the "revenues" from tickets. The state gets the rest of the money so there is an incentive to set high fines and pay State cops to generate a profit. State cops tend to go with 15mph and stay on divided state highways and local cops tend to stay on the other roads.
