First, find out what the contract says. It may have a "no partial", "no pre-pay" or other clause in it. No pre-pay is legal everywhere as far as I know - not sure about no partial. Doesn't sound unreasonable for it to be legal as in "we expect you to pay the full amount owed with a coupon each month". It's likely there so they can avoid entering in 5 payments a month from customers who decide to pay nickels and dimes when they have it.
If the contract says they don't take partials, then consult with AG or banking commission to find out if it is legal. If the contract does not say anything about it, call them back and aske them what their basis for not taking the partial is - then call the AG and check on what they say.
