There is no hard copy that contains all exclusions to the best of my knowledge. No one has ever said one exists. Most exclusions are clear, but a few can in interpreted in various manners favoring GM or the consumer. I've had claims go in all sorts of directions...dealers have caved under pressure in regard to whats covered, others have stood their ground only to have Saab intervene, sometimes Saab has stood its ground only to later change its mind when someone else gets involved. Hence, the casino analogy. You really do take your chances.
If the home builder warrantied the bulb, they should change the bulb. Regular bulbs are cheap in a car and a house, but say your house had costly LED bulbs analogous to the xenons in cars.
Saab could have excluded anything it wanted to, but if they cover it, they should pay as the consumer has payed for the warranty. Anything less is fraud. It is the manufacturers that invented the term bumper to bumper, precisely to differentiate their warranties from the BS warranties that have a laundry list of exclusions.
