you are confused. that something *has* happened *sometimes* does not mean it *will* happen *always* (or has happened always either).
I agree that governments do make mistakes. Many decisions made in the name of Keynes do not represent good Keynesian policy (and btw printing money is monetary policy, not Keynesian, and one or the other works better or worse depending on the elasticity in the demand for money). That was why I wrote Keynes vs Keynes below. There are examples where it does work (just as I described). It takes an educated populace (or luck) to force those in power to make educated decisions... to hold them accountable!
I absolutely agree that buying low and selling high is counter-cyclical. That's how the stock market works! but the depths of highs + lows are directly correlated to market risk acceptance + there can be a high level of volatility associated with that. It is a widely underdamped system. I view good Keynesian policy as a modest means to partially damp the system + control volatility. the same can be said for good monetary policy. where and when + the extent to use them is the domain of economists.
Of course, I look at this in the context of a system like we have here in Canada where we do have a bundle of good social programs, so there is a need for some level of taxation to pay for them (vs a libertarian utopia). The principles I've mentioned have worked pretty well in Canada for a decade or more... we have been prosperous, don't pay outrageous taxes, and have a good education system, good health care etc (without the issues associated with expensive, wasteful, bureaucratic, private insurance companies btw)... so I think there is a track record for that sort of a system, done prudently... definitely not perfect, but imho, superior to the libertarian utopia ;-)...
