I grew up in a two-story house built in the 1890s south of Boston and we had storm windows. What a PITA!
Wash and put them up in the Fall; get on the ladder and take them down in the Spring. Oh, and then there are the ones that need new glass because they broke.
We also had a huge bay window with single panes of glass that my father 'insulated' with some clear plastic until we had it redone. And all the old original windows stuck once the humidity hit in summer and they expanded. If I owned that house I'd have it rewired and rewindowed.
Agree with the other comments about enhancing insulation elsewhere but find a way to get new double-pane windows in your house at some point. Can't say what the payoff timeline would be but the trouble of dealing with old windows may make up for the expense. Your local utility may have some rebate plan to help out.
