Definitely vent the bathroom to the outside not the attic - the existing situation is just asking for trouble. It should have it's own vent in part because the roof vent should have been chosen to match the ventilation needs of the attic. Also, the vents one uses for bathroom vents have a flap that (ideally) opens when the fan runs but closes when the fan is off... otherwise you have a chimney from inside your house to the outdoors (wastes heat/$$)...
The attic should be tight and insulated wrt the house below, so there is no benefit blocking the attic vent in winter in terms of heat loss (better to solve leaks into the attic - look around electrical boxes and chimney, but use fire rated sealant). There also needs to be an equal amount of "intake" ventilation from somewhere, usually the eaves (eg in a cathedral ceiling, one usually vents from the eaves to a ridge vent through a gap between the insulation and roof sheathing in each bay).
