yikes - 24' of pvc pipe for a dryer exhaust? I've never seen that done before... Normally people use the flex ductwork, but that stuff is pretty crummy. I did rigid ductwork. Screwed, sealed, and insulated. Smoother, super robust, and never collects any significant amount of lint. But it's about 3' long and only has 2 elbows... I'm not surprised that 24' of pipe will collect lint and also condense out moisture - the air's going to cool significantly before it gets outside I bet... is it insulated at all?
One thing you could do is try to slope the pipe down a little so the water can run down the pipe and out of the house... 1"/ft should do it... but for 24', that's 2' of drop in pipe height! I'd want to try to move either the dryer or the vent closer together to solve the problem. You don't want lint buildup and the risk of fire.
