How the turbo fails will determine if the car can still be driven. The critical part is the bearing. If the bearing siezes the car can still be driven. The other failure I have seen (on large diesels) is that the bearing wears, gets sloppy and the turbo vanes hit the housing. This results in the turbine shattering and throwing pieces either into the intake (really bad) or exhaust (not as bad).
Turbos usually fail for a reason. poor lubrication is usually the culprit. Use a good synthetic oil (Amsoil, Mobil1, Redline or Castrol Syntec), they handle the heat of a turbo better than dino. Change the oil at the recommended intervals. You can check the turbo by taking off the intake tube, grabbing the end of the turbo shaft and checking for movement or end play. If there is movement in the shaft the turbo is not long for this world. Do this with a cold engine, turbos get REALLY hot.
