I've been trying to dig it up. I actually read it in some VW trade literature, which was quoting a study carried out by a French university.
They were using it to extol the virtues of a new, low-energy manufacturing process.
The thing to remember is that energy expenditure compounds itself very quickly. It's not just the energy used by the factory, but the energy used getting ore out of the ground, processing it, moving it about, etc. There's also the energy used by every worker involved in the production, all the way from ore extraction to selling the car.
