Have you noticed the soot deposits on turbo tail pipes?
Diesels with mass air sensors and computer controlled injectors have catalytic converters are are smoke free after the cat lights off. The diesels run cleaner in Europe. Fuels in north america are mostly around 40 to 43 cetane and 49 to 50 is required to get cleaner combustion. Sulfer is an other issue. High sulfer delays cat light off by about 50C in temperature, and also the sulfer creates more smoke. So part of the problem in North America is technological denial. Sort of like Regan's proclaimations that there was no link between sulfer in coal and acid rain.
There are VW diesels sold in California, but in limited numbers. The numbers sold throughout the Country are also limited. I have heard some explainations, mostly concerned with EPA agreements etc., but have not seen anything authorative.
