You aren't allowed to fly IFR (instrument flight rules) without an IFF. In airliners it's called a transponder, but does the same function as an IFF. It's basically an ID number in the sky. Military aircraft have 4 different IFF modes, while airliners have only 1.
I have no idea where this list originally came from. I have seen it many times with different sources each time. I tend to think it was military in origin, because we do that kind of thing when we write up gripes on the plane.
