some IC tubes (IC/rad speak ... 'flat' is implied, and only depth is given)have internal fins to promoted heat exchange, but also add pressure drop ... . You must have mentioned 300 hp .... so:
[(6 sq-in)/100bhp] x 300bhp = 18 sq inches, total inside flow area of tubes with turbulators inside.
Without, turbulators, 1/2 this total flow area will do.
He suspects you have no turbulators on the 1 inch thick core in question, but wants you to check.
Much less tube 'length' would likely be needed for the turbulator version, to get same net steady state efficency.
