First of all, you need a reprogrammed ECU. That alone should put you in the 260-270 hp range.
Mate that to a 3" free flow exhaust from turbo and a free flow cat plus a K&N-filter.
You'll be looking at 280 hp and some 420 Nm. Try http://www.saabtuning.com, http://www.chipcenter.cc, http://www.bsrab.se, http://www.abbottracing.com, http://www.hirsch-performance.ch and some others.
If that doesn't do it for you, there's always the inlet pipe to the turbo, which several tuners have realised is overly restrictive and replace in their 9-5 Aero stage 2 or 3 mods. Change that and get an ECU adapted to it (there are a few that run Nordic's stage 3 ECU for the 9-5 Aero in their Viggens: 300 hp/440 Nm).
That should put you in the 260-270 km/h range at least...

P.S I concur with previous speakers: There is absof---inglutely no point whatsoever in upgrading the turbo in your Viggen. That's not the culprit... My 9K Aero has the same turbo, albeit one size larger exhaust housing, and performance is, if not mindboggling, decent... D.S
