How does the switch work?

I see one wire coming from my switch and a metal bar on the brake pedal that I assume makes contact with the switch. I'm guessing that metal is grounded through the frame, however it seems like that wire is also grounded (I will verify this shortly). Does that wire activate a relay? Since I don't know the full loop between the brake pedal and lights, it is a bit hard to figure out exactly what is wrong.
