So after I shorted it and made sure the main light relay was on (the switch that closes when the lights are up is broken), one brake light came on (the one I'd replaced). I can't access the second yet - one of the screws that holds on the plastic lens is stripped so I'm heading out to buy a screw extractor. But the switch is definitely broken. So right now I will look into rigging up a momentary switch under the brake pedal while I source a replacement so I can get by inspections. I think I've figured out all my other lighting issues!
