The cautionary notes the other guys have given you are exactly right and very important -- but if you just want a rough idea of HOW MUCH, or is it worth the bother, you can get a vague idea by looking at the tuning kits that Saab used to sell through its Sport & Rally division. Based on that, a very crude rule of thumb:
-- 65hp: stock engine DIN horsepower rating
-- 72hp: above plus 2bbl carb + manifold and performance exhaust. This is easy stuff and the engine can stay in the car.
-- 90hp: above plus mild performance cam, lightweight lifters, higher compression. This seems to be about the limit with bolt-on/bolt-in parts.
-- 120hp: as with bigger carb and wilder cam plus bigger valves, porting, machining, etc., plus the durability stuff needed to keep it together. You're pushing the limits of streetability here.
-- 160hp: the full-tilt factory rally motor with dual exhaust port heads, 'moose horn' crossram intake, and other rare parts. Temperamental, but if you also can lose about 300 lbs. of curb weight, you've got more lbs. per HP than, say, a Boxster S or a Subaru WRX.
So, will you notice the difference with just the 2bbl and big exhaust? Well, the acceleration still won't sprain your neck, but in my own experience you do feel it, especially at highway speeds: pull out to pass somebody and you've got some power in reserve, just about where the stock engine seems to be running out of breath.
If you want a little more oomph plus easier maintainability, and if you don't care about originality, I'd say that a 2bbl, a sport exhaust, a Pertronix, and an electric cooling fan should be 'no-brainer' add-ons to any V4.
