In the US, contact Motor Sport Service in Jamestown, NY (716 665-4200 if my old catalog is still up to date.) This is the domain of Jack Lawrence, V4 engine tuner extraordinare and designer/manufacturer/supplier of lots of go-fast parts. He can get you all the way up to about 150hp if you have a big enough sack of money. He can also supply some chassis parts such as uprated springs.
If you just want a moderate performance boost, there seems to be a pretty well-defined series of steps:
1st) Pertronix Ignitor and electric cooling fan (no performance increase but make the car more reliable and maintainable.)
2nd) Add MSS performance exhaust plus 2bbl carb (e.g. Weber 32/36) and manifold. You can do these separately but get synergy if you do both (engine breathes better both in and out, so improving one also gets you more out of the other.)
3rd) Street-grind cam and lightened lifters and pushrods. This is about as far as you can tune the engine before you get into the realm of custom machine work.
4th) Now you're into the realm of porting, reworking heads for bigger valves, higher-compression pistons, etc., etc. You can go a long way in this direction but don't forget all those horses have to go through a transaxle that was originally designed for a 36hp two-stroke engine!
Chris Moberg's Sonett site (dubya-dubya-dubya dot vintagesaab dot com) has a mouth-watering pictorial series on the buildup of a hairy V4 for his autocross Sonett; definitely worth a visit!
