If your car is set up to take advantage of higher octane gas, then you could see an improvement (or nill change) in your mileage when switching to higher octane. Do you have an SE or base?
I would expect most cars to get better mileage with the lower octane but not the Saab.
A cold air intake will hurt your mileage in two ways however;
1) Colder denser air means you're also going to burn more gas. You'll get better power though.
2) Adding something like a cold air intake would possibly make you drive faster than usual checking it out. That would hurt your mileage too.
