Not sure why your car would actually rev up a bit, but it indeed should "hang" at a given RPM for a short period when you remove your foot from the gas. On upshifts, especially if you're not in a hurry, the engine (and the input shaft) lose revs fairly quickly (while the wheels keep turning the gears on the output shaft at roughly the same speed, or at least slowing much less than the engine) The more closely matched the speeds of the input and output shafts are, the less wear will occur on your clutch (and your syncros) This feature allows you to maintain your revs for a second without stressing yourself about shifting too quickly.

I'm not sure what you mean about this causing rough shifting (or the lack of smooth shifting, actually) Are you saying you let the engine return to idle speed before shifting into the next gear? Exactly how is your shifting affected and why do you think this feature is hampering it?
