In stock forms 16v's are smoother in power delivery and have more power available at higher revs . The 8v 's have more instant throttle response and an exciting 'kick' when the turbo comes in, especialy the old pre APC and pre IC versions, and can actually feel faster!
T8v heads are prone to faliure due to cracks but a cracked 16v head is virtualy unheard of. T16v engines have a slightly higher compression which combined with the EFI system is better in terms of efficiency but 'should' be more unreliable as it's more complex and electronic however it has proved to be very reliable for most owners. 16v cars also come with cruise control and a higher ratio gearbox which make long journeys shorter!.
It is arguable that 16v cars can be tuned to higher power than 8v's but they are both limited by the gearbox and FWD.
Although I will stand by the T16 as being the most reliable engine - when things go wrong a T8 is easier to work on and a good starter for a first time Saab owner who wants to do his/her own maintainance.
I have owned examples of each from the first Saab turbo 8v of the 99 to the last IC 8v 900 and the first T16 to the (nearly last) 91T16;
The most fun to drive was a 99T but the most civilized all round driver is my present 91T16.
