The relative position of the distributor is what sets the timing in the first place. If you look almost directly under the distributor you'll see a 13mm hex head bolt. That bolt retains a bracket, which holds the distributor in place. Loosening that bolt and rotating the distributor changes the ignition timing. The Bentley manual details this in the Ignition section. Why your mechanic would do anything hear when changing a cap or rotor is beyond me, but who knows?
