Every time you replace something the fast idle gets worse? Sounds like somebody just cranked up the throttle stop screw instead of fixing the real problems.
Throttle valve closed-position adjustment screw... You know to loosen the locking nut, don't you?
Usually, you don't want to mess with the throttle adjusting screw. But I figure with all the other problems, somebody else messed with it & you need to put it back where it belongs. Check your Bentley for details... The idea is that the throttle valve itself is pretty much completely closed. Then the AIC valve does the idle adjusting for you. You should hear a click from the switch when it closes, too. This switch, located opposite the cable bellcrank, "turns on" the AIC system to control the idle speed. No amount of cleaning the AIC valve will matter, if the system isn't being switched on.
Spark timing... I remember somebody recommending you spray a bit of WD-40 onto the crankshaft to make the timing marks more visible? I've never tried it, but don't spray enough to screw up your clutch...
Did you find your O2 sensor? On the head pipe "under" the PS pump. The mechanic shouldn't have to mess with this to replace the converter. But if its too old or whatever, maybe it needs to be replaced.
