The cut out section around the rotor circumference are there so you can pull off the pads when a ridge has formed around the rest of the rotor edge. Your rotors are probably OK.
The front calipers not adjustable, but you might consider bending both arms the U-pin in the center to reduce caliper clunk. check out the townsendimports.com technical documents for more info on this.
Now the bad news...to rebolt your dust shield to the spindle, I think you have to pull the hub. The damn bolts are behind the hub. Then you will need to replace your wheel bearing, which gets destroyed when you push out the hub with a shop press. I would rationalize this by saying that the car was probably ready for a new wheel bearing anyway. Since you probably do not have a hydraulic press, you should buy a bearing, remove the spindle, and take it to a machine shop. They can put new dust shield bolts in while the thing is apart. Bentley describes how to remove the spindle.
