Both port and polish as well as free flow exhaust address the real issues of increasing performance - by allowing more air to go both into and out of the engine, by reducing the natural restrictions in the stock design of the head and exhaust system. Porting enlargens the in and out ports, and polishing means putting a shine to the inner port surfaces to allow air and exhaust to flow more free through the engine. It's a standard proceedure for performance enhancement. It's not a standard proceedure for your basic maching shop, but there are shops that do specialized head work. Because it's a manual process involving hand tools, it can be costly.
Installing a higher capacity exhaust system is a very important step in the process, and by itself (without head work) will be noticable. It's basically replacing the stock tailpipes from the exhaust manifold to the end with larger diameter piping. A performance catalytic convertor and muffler is also recommended.
