OK, I'd buy the low rpm = low intake pipe vacuum = high manifold vacuum and high rpm = high intake pipe vacuum and low/no manifold vacuum, but I still have a hard time believeing that the check valve line could in any way contribute a crank case over pressure situation. Mostly because the line is connected to the main PVC line at the valve cover.
I'd also put it forth that pressure itself doesn't blow seals, it the pressure differential. The manifold is designed to deal with these differentials while the rest of the engine isn't. So if you were to create a vacuum in the crank case becasue the turbo was spun up you could create a fairly high differential ( 14 psi atmosphere) pushing on seals.
Anyway, if that big line going to intake pipe wasn't there I'd have no problem with any of this, but having the small line just seems redundant unless its there to keep pressures even, and since I started thinking about it, it just seems that is the only thing its actually good for.
