overheating from bad radiator fan while on highway is unusual...there should have been enough air flow to cool the radiator. Unless in traffic. And even then the expansion tank pressure cap should have protected everything.
I'd ask how he determined the heater core is shot....the only way to tell is pressure testing and finding coolant or test water in the heater core enclosure and THAT's difficult to test without some disassembly.
BTW, overheating is grounds to replace the thermostat. You can check the fans yourself...just turn on the ignition with the AC button pushed and AC selected...BOTH radiator fans should turn on. If only right side turns on, the left side is probably bad. If BOTH don't turn on, a relay or feed is bad. Unlikely anyway for radiator fans to die...they usually last for 20 some years. That's not to say it's impossible, just unlikely.
Most likely a bad thermostat or old radiator. Ask for the specific indications that lead the technician to gather the heater core is shot.
