My guess is you're getting air into the fluid from the compressor.
If you can't regulate the pressure lower, here's something to try. This is the way my Gunson EZ-bleed is set up, and it worked great on my C900 clutch.
Fabricate a reservoir. Use a bottle that has a wide, flat top (you can try a soda bottle, but the small top may be a problem). Tall & thin is better than short & flat, but either can work. A pint or half liter at minimum (a liter size works great if you're flushing all the brakes...).
Make two holes in the top. In one hole will go your Schrader valve from the reservoir cap. In the other will go a tube long enough to reach the bottom of the bottle (but not get sealed off by the bottom), and out to the reservoir cap, a couple feet at least. Note that that end of the tube in the bottle MUST reach the bottom of the bottle. Use a silicone adhesive or epoxy to secure the tube in the bottle & reservoir cap. Make sure the adhesives are properly set.
To use:
Fill the bottle with clean brake fluid. Put the cap on, making sure that the tube goes to the bottom, but does not get sealed off by the bottom. Put the reservoir cap with the tube to the bottle on the reservoir. Once the bottle & cap are sealed, apply your 20PSI pressure to the schrader valve on the bottle, then open the bleeder screw.
Don't push on the clutch pedal at all!
Let most of the brake fluid flow out of the slave. Do NOT let the brake fluid go dry in the bottle!
Close the slave, disconnect the air pressure, remove the reservoir cap & replace it with the running cap (you may need to sop up some overflow of fluid from the reservoir).
Test, and hopefully, you'll be enjoying the wonderful clutch action I had been.
The bottle does a few things for you.
First, it acts as a pressure regulator. That little tube can't transfer fluid at the same pressure you're putting into the bottle. The Gunson, for example, works directly off of tire pressure.
Second, it separates the air from the fluid closest to the master. It's virtually impossible for any air to get into the fluid, and even if it does, it's far away from the master.
Third, it gives you a much larger volume of fluid to work with.
