If you are referring to the accumulator chamber end plate in my original response, it can only be accessed by removing the entire valve body from the transmission. In order to do this, you do not have to drain the transmission.
If you are working with the valve body, it is CRUCIAL that it be done in a clean environment. Be cause of small orifices throughout the valve body and internal sealing surfaces for the pressurized fluid system, the smallest amount of abrasive dirt can ruin your transmission (and budget). Your landlord's driveway does not qualify for anything other than removal of the body and even then, be sure to clean the top of the transmission before you remove the valve body cover and keep the top of the transmission covered whenever you do not need access.
The "other" end plate is the intermediate gear cover on the left side (US driver side) of the transmission. It is necessary to remove that cover to access the govenor and yes, for this operation, you do have to drain the ATF.
After both operations, I would strongly recommend changing the ATF so you wind up draining it anyway.
The SAAB automatic manual (4.2) is extremely helpful in these operations and I highly recommend you purchase it before proceeding.
