Probably 6 - 8 hours at shop rates. The actual time is probably closer to 4-5 for both jobs combined. The parts are in the $25 range for the accumulator spring and a new valve cover gasket (Erikkson's kit prices). HOWEVER, SAAB parts department's listings do not show the individual components of a valve body. They only have a rebuild/exchange price for the whole valve body. Therefore, you'll have to convince them that they should do only that work and get the parts from an outside source - tough job if they haven't done it in the past.
The govenor seals are listed in the SAAB parts manuals and go for about $20 for the two Viton square profile o-rings and one steel seal.
You may wind up spending $400 - $500 to find out that you need to spend $2000 for a rebuilt unit.
