First, the fluctuating boost you're experiencing is probably a result of a bad BPC solenoid. My Aero did this when first received--sometimes giving only base boost, sometimes working fine--and replacing the BPC solenoid with a used unit from an earlier 9K fixed the problem.
I don't know if the solenoid was re-engineered for the Viggen, but I doubt it--and according to the parts manual all solenoids for '90 (2.3L) to '98 9K's have the same part number. They are not cheap from the dealer ($215 two years ago), but can sometimes be found at parts yards like English-Swedish Car Spares, Ltd. (800-241-1916) and Goldwing (800-722-2137). Check with TSN sponsors first, please.
The problem with used parts is that many junkyards don't want to fool with $50 items, and those that do quickly run out of these solenoids since they are problematic. Both my 2.3L 9K's have had bad solenoids, though my '91's was fixed by spraying some penetrant/lubricant (like Liquid Wrench with Teflon, Royal Purple, or similar spray lube) in the vacuum ports, then slinging out the excess. The '95 didn't fare as well, as this fix worked for only a week at at time, and I eventually replaced it with a used item that's worked fine ever since. The '91's recovered and worked for several years afterward until sold.
