If you go out to nearly any site and read about tires, you'll know that the number on the side of the tire is the max. That I agree with. But running the tire at the max pressure allows the entire tread to stay in contact with the road and decrease fuel consumption. You suggested that the guy run a tire recommended for 50 psi max to run it at 30 psi (which is about 40% below it's max!) Shall I talk about the firestones and SUV rollovers for minute, or had that been hyped enough on the news?
Underinflation will cause the coefficient of friction and rolling resistance to be increased dramatically and cause the tire to over heat and possibly fail. Not to mention the decrease in fuel mileage based on the car having to "push" the tire down the road. When a tire is run too far less than max, you cause the sidewall to roll too much in corners causing a dangerous condition with the cornering and handling of a vehicle.
A car should be run at it's max tire pressure, or just slightly (3-4 lbs) under based on "feel" as Bob is saying, but running a tire recommended for 50psi at 30psi is begging for trouble, and I continue to say that anyone that recommends this is giving bogus advice.
BTW, this is a "cold" tire pressure, not a heat of the day tire pressure. If you measure your tires in the morning and then after the car sits in the sun, you'll see an increase in tire pressure.
