Tires are probably the single most important item, given an adequate brake design. The stock touring Michelins that were standard items on most new saabs probably were probably THE biggest reason saabs had such a bad reputation in the torque-steer and braking departments. A set of good high performance tires, like Firehawk SZ-50's on mine, made significant improvements to both issues. The next variable to consider would be pads: I don't have experience with every single pad that's available for the 9000, but this I do know - Ferodos work much better than any pad I have used, in any condition: wet, dry, hot, cold, etc. They also don't turn wheels black, as fast, as the OEM brakes. Lastly, pedal feel: stainless braided lines gave mine a very 'secure' feel.
Unless one is doing heavy auto x-ing or track-time, the stock ATE's are more than adequate, given a good set of tires and pads. Ok, they're not as good as Porsche, M5's or maybe M3's, but as others have noted, bigger calipers and rotors can be had, and the Aero will still cost much less than what the M3/5 or Porsche goes for.
