More indeed!
My stock sway bars are definitely 19 mm front and rear. The transmission is automatic, possibly one of the "good" ZFs, knock on wood. The band colors on my front springs are green-green-white-green-green. On the rear springs the color bands are yellow-yellow-white-yellow-yellow. Bill Davies reported the same spring colors on his '97 CSE Anniversary 2.3 fpt automatic. My rear shocks are Sachs Boge with Saab part number 4426953. I can't read the strut sticker without removing a wheel. Parked on a level surface the car does not sit low at any corner, so the springs are still good. The PO installed 15x7 Fondmetal wheels (5 fat spokes). The tires are 196/65-15s, which look narrow for the wheels and make little sense at Charlotte NC, where it seldom snows and where rain also isn't a frequent issue. My next tires will be 205/60-15s or maybe 215s.
I want no mushiness, but not at the expense of a harsh ride. Given that the existing springs are good it could be just a matter of finding Bilsteins or Konis that are strong enough but not too strong for the springs. I'll upgrade all four at once to preserve the front-to-rear balance, and replace the strut bearings. The car will still sit high, but I think I can live with that.
I'll still have less than aero handling after upgrading shocks/struts, but the car should be handling more like a Saab than a Buick. I'll probably do a fpt conversion after eliminating the mushiness.
Then it will be decision time about roll stiffness. What strikes me as counterintuitive about the SAS bars is that stiffer sway bars make opposite sides more dependent and less articulated, which seems bad for cornering if the road isn't smooth. And 25 mm bars add unsprung weight, which is not desirable. Handling issues are complex, and I have much to learn from this board.
Thank you for making clear that I should address the shocks/struts before deciding about the sway bars!
